THIS BOOKLET DESCRIBES SOME OF THE CONSIDERATIONS THAT SHOULD BE TAKEN INTO ACCOUNT IN AN ASSESSMENT OF YOUTH SERVICES BUREAUS.
Abstract
THERE EXISTS, ACCORDING TO THIS STUDY, AN URGENT NEED FOR A THOROUGH ASSESSMENT OF THE OPERATIONS OF YOUTH SERVICE BUREAUS FOR PURPOSES OF PUBLIC ACCOUNTABILITY. THESE ASSESSMENTS SHOULD ASK WHETHER YOUNG PEOPLE IN TROUBLE WITH THE LAW ARE ACTUALLY BEING HELPED BY YOUTH SERVICE BUREAUS (YSB). ALL YSB'S SHOULD ANSWER TO THREE QUESTIONS: WHAT DOES THE AGENCY DO? ARE CLIENTS BEING HELPED? AND DOES THE PROGRAM AFFECT THE OFFICIAL AND ACTUAL DELINQUENCY RATES OF THE YOUTH IT SERVES?
