THE SUBJECT OF THIS STUDY IS THE IMPACT ON POLICE WORK OF THE CHANGE-OVER IN SCOTLAND FROM JUVENILE COURT TO CHILDREN'S HEARING AND HOW THIS AFFECTS THE PRACTICE OF POLICE WARNINGS AND OF POLICE JUVENILE LIAISON.
Abstract
POLICE WARNINGS CAN BE USED FOR FIRST OFFENDERS WHOSE OFFENSE IS 'PETTY' AND FOR SELECTED SECOND OFFENDERS. IT CONSISTS OF A FORMAL WARNING BY A SENIOR POLICE OFFICER IN THE PRESENCE OF ONE OR BOTH OF THE CHILD'S PARENTS. POLICE JUVENILE LIAISON IS A PROCESS IN WHICH THE WARNING IS FOLLOWED BY A PERIOD OF SUPERVISION BY SPECIALLY SELECTED AND TRAINED POLICE JUVENILE LIAISON OFFICERS NOT IN UNIFORM. THIS IS USED FOR THE JUVENILE PERPETRATORS OF 'LESS PETTY' OFFENSES AND IT MUST BE AGREED TO BY BOTH THE CHILD AND ITS PARENTS. THIS STUDY EXAMINES THE REASONS WHY THE INCREASE IN POLICE WARNINGS IS ACCOMPANIED BY A DECREASE IN POLICE JUVENILE LIAISONS. THE CONDITIONS GOVERNING THE SELECTION OF CASES FOR POLICE JUVENILE LIAISON ARE DESCRIBED.
