ARGUMENT THAT THERE ARE SEVERAL IMPORTANT DISTINCTIONS BETWEEN CAMPUS POLICING AND CAMPUS SECURITY WHICH NECESSITATE A REORGANIZATION OF CRIME PREVENTION EFFORTS.
Abstract
THE AUTHOR POINTS OUT THAT SECURITY PEOPLE ARE LIMITED IN THEIR USE OF FORCE, ARE NOT RECRUITED OR TRAINED IN THE SAME MANNER AS POLICE, DO NOT CARRY THE SAME TYPE OF EQUIPMENT, ARE ARE SUBJECT TO MANY REGULATORY CONTROLS, ESPECIALLY IN RELATION TO MAKING ARRESTS. THE THREE MAIN ROLES OF CAMPUS SECURITY - PREVENTION, DETECTION, AND REPORTING - ARE DISCUSSED INDIVIDUALLY. THE AUTHOR VIEWS CAMPUS POLICE AS PERFORMING THE ROLE OF ENFORCEMENT AND CRIME CONTROL. TRAINED CAMPUS SECURITY PEOPLE FILL IN THE GAPS IN CRIME PREVENTION SERVICES THAT POLICE ARE UNABLE TO PERFORM.
