AN OUTLINE OF THE PLANNED EVALUATION, INCLUDING DESCRIPTIONS OF THE SCOPE AND PURPOSE OF THE EVALUATION, THE COMPONENTS OF THE EVALUATION, EVALUATION METHODS, AND ESTIMATED COSTS OF EVALUATION.
Abstract
THE EMERGENCY SCHOOL AID ACT PROVIDES FUNDS TO SCHOOL SYSTEMS IN THE PROCESS OF IMPLEMENTING DESEGREGATION PLANS. THE ACT ALSO PROVIDES FOR EVALUATION OF THE PROGRAMS IT FUNDS. THE PURPOSE OF THE PROPOSED EVALUATION PLAN IS TO MEASURE EFFECTIVENESS, GOAL ATTAINMENT, AND IMPACT OF THE PROGRAM. COMPONENTS OF THE EVALUATION ARE DESCRIBED. THESE INCLUDE A DESCRIPTION AND ANALYSIS OF SERVICE DELIVERY, AND A STATEMENT OF OBJECTIVES AND MEASUREMENT OF SUCCESS IN ATTAINMENT OF OBJECTIVES. THE METHODS OF EVALUATION THAT MAY BE USED ARE DISCUSSED IN GENERAL AND WITH SPECIFIC REFERENCE TO THE SCHOOL PROGRAM. TWO EVALUATION METHODOLOGIES THAT MAY BE EMPLOYED - ONE CONTROLLED, AND ONE UNCONTROLLED - ARE THEN OUTLINED. EVALUATION COSTS FOR PERSONNEL, FRINGE BENEFITS, AND DATA PROCESSING ARE ESTIMATED.
