MANAGEMENT PRINCIPLES INVOLVED IN FOCUSING ON TREATMENT IN A CORRECTIONAL INSTITUTION ARE DISCUSSED.
Abstract
COMMITMENT TO TREATMENT AS A FIRST PRIORITY IN THE OPERATION OF CORRECTIONAL INSTITUTIONS IS CONSIDERED THE ESSENTIAL INGREDIENT FOR MANAGEMENT OF AVAILABLE RESOURCES IN THE MOST EFFECTIVE MANNER. OFFENDER DIAGNOSIS AND CASE MANAGEMENT IS VIEWED AS THE HEART OF THE TREATMENT PROCESS, AND A TEAM APPROACH TO THIS TASK IS RECOMMENDED, PARTICULARLY FOR LARGE INSTITUTIONS. IF TREATMENT IS TO BE DEMONSTRABLY EFFECTIVE, SPECIFIC GOALS FOR TREATMENT ARE BELIEVED IMPORTANT, ACCOMPANIED BY EVALUATION TECHNIQUES THAT CAN MEASURE PROGRESS TOWARD THE ESTABLISHED GOALS. ASSOCIATED WITH THIS PROCESS, CORRECTIONAL MANAGEMENT MUST ADOPT A CONTINUOUSLY CRITICAL STANCE TOWARD EVERY PROGRAM OF TREATMENT, SUCH THAT RESOURCES WILL NOT BE EXPENDED IN FUTILE EFFORTS WHILE POTENTIALLY SUCCESSFUL OPERATIONS ARE NEVER ATTEMPTED. TRAINING OF ALL STAFF PERSONS TO OPERATE OUT OF A TREATMENT PHILOSOPHY WITHIN THE CONTEXT OF THEIR PARTICULAR JOBS IS EMPHASIZED, WITH CONTINUING FOCUS ON THE DEVELOPMENT OF EMPATHY AND RESPECT F0R THE INMATE AS A FELLOW HUMAN BEING. COOPERATION WITH OFFENDERS IN WORKING OUT STRATEGIES FOR THEIR TREATMENT AND TRAINING IS MENTIONED, ALTHOUGH IT IS POINTED OUT THAT INMATES SHOULD NOT SHARE IN THE RESPONSIBILITY OF MANAGING THE INSTITUTION.
