It provides information on remand prisoners, young offenders under sentence, adult male and adult female prisoners under sentence, non-criminal prisoners, fine defaulters, life sentence prisoners, reconvictions, and segregated inmates. In 1989, the average population in custody declined by about 1,350 (3 percent) to 48,600, the first decline in the average population since 1973. The average male remand population dropped to 10,000 in 1989, 900 (8 percent) lower than 1988. The average female remand population declined to 470 in 1989, 40 (8 percent) lower than the 1988 figure. As of June 30, 1989, there was a decrease of 1,300 (15 percent) in the population of male and female sentenced young offenders. There were 484 fine defaulters in prison as of June 30, 1989, a 16-percent decline from the previous year and lower than any mid-year figure for the previous decade. Nearly 2,700 persons were serving a life sentence as of June 30, 1989, a 7-percent increase compared with the previous year and an 85-percent increase over the figure for June 30, 1979. 16 figures and 104 tables
