This report examines privatization in corrections and describes selected experiments in private sector delivery of correctional services.
Abstract
Brief descriptions are provided of privatization in the areas of service contracting, private prison-based industries, private financing and lease arrangements, and private facility management. Major issues raised by private correctional management are reviewed, including legal and policy implications of privatization, means of determining the cost effectiveness of privately managed facilities, and the likely quality of services provided under private versus government management. Enabling legislation in several States also is summarized. Case studies describe privatization programs in Kentucky, Tennessee, Pennsylvania, and Florida. These include a minimum security facility, a work camp, and two jails. A list of selected organizational resources is provided, as is information on five private corrections organizations. A list of persons contacted for the report is appended. 89-item bibliography.
