OUTLINE AND DESCRIPTION OF A KANSAS CITY (MO) EXPERIMENT DESIGNED TO MEASURE THE EFFECTIVENESS OF PREVENTIVE PATROL THROUGH A SYSTEMATIC ALTERATION OF LEVELS AND TYPES OF PATROL COVERAGE.
Abstract
THE EXPERIMENTAL METHODOLOGY IS FIRST DESCRIBED. FIFTEEN BEATS WERE COMPUTER MATCHED INTO SIMILAR TRIPLETS ON THE BASIS OF CRIME, CALLS FOR SERVICE ETHNICITY, MEDIAN INCOME AND TRANSCIENCE OF POPULATION. ONE BEAT IN EACH TRIPLET WAS THEN DESIGNATED AS PROACTIVE, ANOTHER REACTIVE, AND THE THIRD AS CONTROL. THE HYPOTHESES TO BE TESTED IN THIS EXPERIMENT ARE LISTED. MEASUREMENT OF OUTCOMES WOULD BE UNDERTAKEN THROUGH A VICTIMIZATION SURVEY, CHANGES IN THE CRIME INDICES, A COMMUNITY SATISFACTION QUESTIONNAIRE, MEASURES OF COMMUNITY FEAR, ARREST AND PROCESSING RATIOS, COMPLAINTS ABOUT POLICE SERVICE, AND TRAFFIC VIOLATIONS AND ACCIDENT RATES.
