LEGAL AND ADMINISTRATIVE STANDARDS FOR THE USE OF PROFESSIONALLY COMMITTED POLICE DEPARTMENTS IN DETERMINING THE EFFICIENCY OF THEIR DEPARTMENTS.
Abstract
AFTER TRACING THE HISTORICAL DEVELOPMENT OF THE POLICE SERVICE IN ENGLAND AND AMERICA, DR. SKOLNICK ASSERTS THAT A FUNDAMENTAL PART OF THE POLICEMAN'S MODERN TASK INCLUDES SEEKING AN ORDERLY SOCIETY IN CONFORMITY WITH THE 'RULE OF LAW.' SUBSEQUENTLY, THE AUTHOR GIVES US HELPFUL INSIGHTS INTO THE SIGNIFICANCE OF POLICECOMMUNITY RELATIONS PROGRAMS AND POINTS OUT THAT ONE OF THE SIGNIFICANT BENEFITS OF SUCH PROGRAMS IS THE OPPORTUNITY THEY CREATE FOR PUBLIC UNDERSTANDING OF AND PARTICIPATION IN THE WORK OF THE POLICE.
