Abstract
THE TRADITIONAL FUNCTION OF PROGRAM RESEARCH WITHIN THE CRIMINAL JUSTICE SYSTEM HAS BEEN THAT OF EVALUATION AND THE CRITERIA FOR MEASURING EFFECTIVENESS HAVE FREQUENTLY IMPOSED SEVERE LIMITATIONS UPON THE POTENTIAL OF THIS RESEARCH, STATES THE AUTHOR. A CLOSER LOOK, HOWEVER, WILL REVEAL THAT, ALONG WITH EVALUATION, CRIMINOLOGICAL RESEARCH CAN ALSO PROVIDE A MEANINGFUL BASIS FOR INNOVATION, HE MAINTAINS. WHEN AGENCIES RECOGNIZE THIS AND ORGANIZE RESEARCH ACTIVITIES AROUND THESE TWO CAPABILITIES, HE CONCLUDES, THE QUALITY OF CRIMINOLOGICAL RESEARCH WILL GREATLY INCREASE. (AUTHOR ABSTRACT)
