In this article, data is presented from a State and Federal survey conducted by the American Correctional Association on correctional purchasing and contracting practices that reflects purchasing, personnel, training, regulations, and best practices.
Abstract
In 2001, the American Correctional Association conducted a survey about correctional purchasing practices within State department of corrections and the Federal Bureau of Prisons. Forty-six completed surveys were returned covering purchasing, personnel, training, regulations, and best practices. Contracting is an integral part of operating correctional facilities. The article presents three tables with data from survey responses. Table 1 lists all respondents focusing on the general work environment with specifics on the number of contract personnel, the issuance of purchase cards, amount of money spent, and the fate of unused funds at the end of the fiscal year. Table 2 highlights specific Internet functions by State and BOP, and indicates which respondents use the Internet for each purpose, such as contracting aspects and receipt of proposals. Table 3 examines training and professional organizations and which departments encourage contracting personnel to join professional organizations. This data offers a glimpse into the dynamic world of contracting professionals within corrections.
