This annual report to the U.S. Congress was submitted by the National Institute of Corrections (NIC) Office of Correctional Job Training and Placement (OCJTP) and summarized activities conducted during fiscal year 1999.
Abstract
In 1995, the Office of Correctional Job Training and Placement (OCJTP) was established within the National Institute of Corrections (NIC) as directed under the Violent Crime Control and Law Enforcement Act of 1994. The OCJTP was created as a vehicle to encourage, support, and advance job training and job placement programs providing services to offenders and ex-offenders. As defined by legislation, the OCJTP’s specific functions included: (1) coordinating efforts of the Department of Labor, Department of Justice, and other Federal agencies in correctional job training and placement; (2) providing training to develop staff competencies in assisting offenders and ex-offenders; (3) providing technical assistance in the development of offender employability; and (4) collecting and disseminating information on offender job training and placement programs. This annual report to Congress summarized activities carried out by the OCJTP, as legislatively mandated, during the 1999 fiscal year and addressed the following activities: (1) status of correctional job training and placement programs in the United States; (2) the 1999 National Forum for administrators of offender job training and placement services; (3) focus groups; (4) office coordination enhancing staff resources and expanding services; (5) interagency coordination; (6) cooperative agreements; (7) training; and (8) clearinghouse and information services.
