              Discussions during the Interregional Planning Meeting for the Seventh United Nations Congress on the Prevention of Crime and the Treatment of Offenders focused on the link between socioeconomic development and change and crime and criminal justice responses to crime.
          Abstract
              Specific issues considered included the impact of technology, urbanization, and migration on crime and the importance of criminal justice research and planning in mitigating the effects of criminogenic factors associated with development. Also considered was the relationship between formal and informal systems of justice and their respective roles in crime prevention and control.  Discussion of victims' rights considered victim-offender reconciliation, reparation, and compensation. Characteristics of and requirements for improved coordination within criminal justice system administration also were examined, and the role of police in developed and developing nations was discussed. Other topics addressed included prisoners' rights, decriminalization and diversion, public information and community involvement in the criminal justice system, and research and information dissemination.  Developments in crime prevention strategies also were outlined. A list of participants is appended.
