This report is based on the proceedings of the April 1998 Indian Workshop on Prisons and Human Rights.
Abstract
The main objectives of the workshop were to sensitize the prison administration to human rights issues; suggest mechanisms to effectively monitor prison conditions and ensure accountability in respect to violations of human rights; and discuss the problems of prison administration and ways to motivate and develop prison staff. Topics discussed in the workshop included: (1) prisoners’ rights; (2) prison conditions, including descriptions by ex-prisoners and their families; (3) prison overcrowding; (4) under-trials and legal aid; (5) health care and medical facilities; (6) women prisoners; (7) classification of prisoners; (8) prison administration; (9) training; (10) accountability; (11) implementation; (12) The New Prisons Bill; and (13) recommendations.
