DISCUSSION OF HOW AN OFFENDER BASED TRANSACTION STATISTICS SYSTEM CAN IMPROVE THE ADMINISTRATION OF COURT SYSTEMS WHEN LINKED WITH RESEARCH AND MANAGEMENT MODULES.
Abstract
VALUABLE CRIMINAL JUSTICE SYSTEM STUDIES HAVE BEEN REDUCED IN SCOPE, IMPACT AND VALIDITY BY DATA COLLECTION PROBLEMS. THIS PAPER DISCUSSES THE POTENTIAL ADVANTAGES OF INTERFACING AN OFFENDER BASED TRANSACTION STATISTICS SYSTEM (OBTS) AND A SET OF MANAGEMENT SCIENCE MODELS INTO AN INTEGRATED MODELING SYSTEM (IMS). APPLICATIONS DISCUSSED ARE PRE-TRIAL RELEASE, SENTENCING CHOICE, PROSECUTOR MANAGEMENT AND COURT DELAY. AN IMS FACILITATES THE INTERACTION OF (1) MODELS WITH DATA, (2) MODELS WITH INPUT/OUTPUT DATA ANALYSIS PROCEDURES, AND (3) MODELS WITH MODELS. THE IMS IS VIEWED AS A COMPUTER-BASED SUPPORT SYSTEM FOR FACILITATING THE IMPLEMENTATION OF DIFFERENT STUDIES BASED PREDOMINANTLY ON A SINGLE SOURCE OF DATA (AN OBTS). WITHIN THE IMS PARADIGM, DATA, MODELS, AND ANALYSIS PROCEDURES COEXIST AS SUBSYSTEMS, WITH EACH SUBSYSTEM MADE READILY AVAILABLE TO THE OTHERS. SEVERAL RESEARCH PROPOSALS ILLUSTRATING THE POTENTIAL VALUE OF IMS SUPPORTED RESEARCH ARE PRESENTED. A CONCEPTUAL MODEL DESCRIBING THE NATURE OF THE IMS FUNCTIONAL MODULES AND MODULE INTERFACES IS ALSO GIVEN. (AUTHOR ABSTRACT MODIFIED)
