THE DEVELOPMENT, ORGANIZATION, AND FUNCTIONS OF SCOTLAND'S CENTRAL POLICE COLLEGE ARE DESCRIBED.
Abstract
THE HISTORY OF THE COLLEGE IS TRACED FROM THE ESTABLISHMENT OF THE FIRST PERMANENT FACILITY AT TULLIALLAN CASTLE IN 1950. THE COLLEGE'S ADMINISTRATIVE AND ORGANIZATIONAL STRUCTURE AND MANPOWER AND FACILITY RESOURCES ARE DESCRIBED. AN OUTLINE OF BASIC TRAINING, CONTINUING EDUCATION, AND MOTOR DRIVING COURSE OFFERINGS IS PRESENTED, WITH REFERENCE TO TRAINING METHODS, PROGRESS-MONITORING TECHNIQUES, AND SPECIAL COURSES FOR POLICE SERGEANTS, NEWLY PROMOTED INSPECTORS, AND SUPERVISORS. THE COLLEGE'S USE OF CLOSED-CIRCUIT TELEVISION AND A MEDIA RESOURCES CENTER IS NOTED. THE COLLEGE LIAISON COMMITTEE, WHICH COMPRISES POLICE TRAINING OFFICERS FROM EACH REGION OF SCOTLAND, IS SAID TO BE THE KEYSTONE OF THE COUNTRY'S POLICE TRAINING SYSTEM. THE COMMITTEE MEETS REGULARLY WITH COLLEGE STAFF TO EVALUATE AND COORDINATE ALL POLICE TRAINING. THE CUSTOMS AND TRADITIONS OF THE COLLEGE ARE DESCRIBED, AND COMMENTS ON FUTURE DIRECTIONS ARE OFFERED. SPECIAL ATTENTION IS DRAWN TO THE COLLEGE'S WILLINGNESS TO COOPERATE WITH ACADEMIC INSTITUTIONS, AND TO ITS DEVELOPMENT OF A TRAINING EXERCISE BASED ON A COMPUTER SIMULATION OF POLICE DECISIONMAKING. AN ORGANIZATIONAL CHART AND STATISTICS ON THE STUDENTS POPULATION ARE PROVIDED. (LKM)
