The sheriff's office and juvenile court in Caddo Parish, Louisiana, have cooperatively established a juvenile rehabilitation program called Re-Establishing Self-esteem, Teamwork And Responsibility To Succeed (RESTARTS).
          Abstract
The program exposes juveniles referred by juvenile court judges and probation officers to a variety of experiences designed to meet the RESTARTS goals. Twelve RESTARTS instructors, including eight deputy sheriffs and four juvenile probation officers, work with the juveniles on a rotating basis. The 3-day program operates twice a month. The first day consists of meetings with inmates who talk about life in prison, a tour of the jail, and a community service project. The second day takes place at a 1,400-acre youth training and conference center and consists of games to teach teamwork and responsibility and the completion of an outdoor challenge course. In the evening, the youths discuss their experiences. They spend the night at the center, sleeping on jail mattresses on the floor. On the third day, they clean up the sleeping area, eat breakfast, and return to the Juvenile Justice Center. Photographs
