Abstract
FACTORS OF DISTORTION INCLUDE CHANGING LEGISLATION, SOCIAL CONDITIONS, AND CRIMINAL JUSTICE POLICIES. OTHER FACTORS ARE INADVERTANT AS WELL AS DELIBERATE ERRORS IN COMPILATIONS BY CRIMINAL JUSTICE AGENCIES.
