The police force in South Yorkshire, England, has a dual commitment to enhance the role of the Special Constabulary and to prevent burglary victimization, and the use of the Special Constabulary has shown crime prevention efforts need to focus on areas and victims at highest risk.
Abstract
Research was conducted between April 1995 and March 1996 in five high-burglary-risk areas in South Yorkshire using Special Constabulary teams from five different basic command units. Participants engaged in experimental crime prevention activities ranging from advising and interviewing the public on crime prevention issues to data collection exercises while on foot patrol. Work included conducting a joint crime audit on a small local authority housing estate suffering from chronic burglary revictimization. The participation of constables in a multiagency crime reduction initiative helped secure finding for target hardening measures for the estate's victims and demonstrated the vital support link constables played between the police and the public. Overall, research findings demonstrated the benefits of constables working in partnership with the community. Organizational issues confronting the management of the Special Constabulary with respect to enhancing the crime prevention role are highlighted. Specific recommendations to reduce the risk of burglary are offered. Supplemental information is appended on the effectiveness of the Special Constabulary in preventing burglary victimization.
