This report discusses the technical-cooperation activities and advisory services initiated or executed by the United Nations Commission on Crime Prevention and Criminal Justice from May to December 1995.
Abstract
It also addresses the growing role of crime prevention and criminal justice in international cooperation and development, as exemplified by the influence of criminal law in the protection of the environment and by the crisis of law and order in new democracies. The report considers issues related to the funding of technical cooperation. In a separate section, the report summarizes information received from member states on the succession of states in respect to international treaties on combating various forms of crime. Following a section on the importance of technical assistance in helping countries to use law enforcement and criminal justice resources in a more effective and democratic way, an overview of technical cooperation activities is provided. It encompasses advisory services, training, fellowships, and the contribution to United Nations peace-keeping operations. The report appeals for the strengthening and rationalizing of consultation among entities of the United Nations crime prevention and criminal justice program network. It notes that needs assessment missions have been one of the main activities of the advisory services of the crime prevention and criminal justice program. They have proven to be an effective tool in analyzing and defining the requirements for the various components of the criminal justice system of a country. The report concludes that the results of the new fellowship program in crime prevention and criminal justice are promising. Further, the report suggests actions by the Commission that can help address the notable increase in requests for technical assistance and the changed nature of the requests, which are calling for more operational activities. 22 notes
