This 1999-2000 biennial report of the Alaska Judicial Council addresses the Council's constitutional and statutory responsibilities of screening and nominating applicants for judicial vacancies, evaluating the performance of judges and making evaluation information and recommendations available to voters, and completing projects to improve what the constitution refers to as the administration of justice.
The introductory section of this report describes the Judicial Council's duties, membership, organization, and administration. The second part of the report provides information on judicial selection and evaluation for 1999-2000. Information on judicial selection encompasses nominations and selection procedures. Information on the evaluation of judges pertains to retention election evaluations; the performance evaluation of pro tem Federal judges; and the evaluations of judges, the administrative law judge, and other judicial officers. Part III of the report contains summaries of 1999 and 2000 reports and recommendations by the Judicial Council, which are available on the Council's Internet site. These include a major report on the judicial selection and retention processes; several manuals and guidelines on mediation, child-in-need-of-aid cases, and guidelines for judicial applicants; reports on video arraignments in Fairbanks and Bethel; and an evaluation of a pilot domestic violence probation supervision program. Part IV describes current work being undertaken by the Council. Appendixes describe the Council's membership, bylaws, judicial selection procedures, judicial nominations and appointments since statehood, retention election evaluation procedures, and a retention election log, as well as executive summaries or excerpts from the major reports published by the Council.
