Abstract
THIS REPORT OUTLINES THE RELEVANT STATUTES AND CASE LAW AND THEN TRACES IN DETAIL HOW SUCH INDIVIDUALS ARE ACTUALLY CARED FOR IN NEW YORK CITY'S FIVE COUNTIES. SPECIAL SECTIONS DISCUSS THE PROBLEMS OF WOMEN WITHIN THE SYSTEM, THE RELATION OF THE CITY TO THE STATE'S MENTAL HOSPITALS, THE CITY'S OWN DEPARTMENTS INVOLVED IN PROVIDING CARE AND TREATMENT. IT CONCLUDES WITH THE AUTHORS' RECOMMENDATIONS FOR CHANGE. APPENDIXES PROVIDE UPDATING STATISTICS AND INITIAL REACTIONS OF SOME OF THE AGENCIES STUDIED. (AUTHOR ABSTRACT)
