THIS TEXT HAS BEEN PREPARED IN AN EFFORT TO EXPLAIN WHAT THE UNIFORM ALCOHOLISM AND INTOXICATION ACT CONTAINS AS WELL AS WHAT IT IS INTENDED TO DO AND WHAT IT CANNOT DO.
Abstract
THE MANUAL EXAMINES METHODS BY WHICH THE ACT CAN MOST EFFECTIVELY BE IMPLEMENTED, AS WELL AS THE MAJOR QUESTIONS AND CONCERNS CONFRONTING THE POLICE, COURTS, AND MEDICAL/REHABILITATION PERSONNEL. IT IS INTENDED FOR USE IN TRAINING POLICE OFFICERS AND OTHERS INTERESTED IN THE ACT'S LAW ENFORCEMENT APPLICATIONS, AND IS COMPLEMENTED BY AN INSTRUCTOR'S MANUAL UNDER SEPARATE COVER. THE GUIDELINES MANUAL IS DIVIDED INTO SIX SECTIONS - THE NATURE OF ALCOHOL AND ALCOHOLISM, DECRIMINALIZATION AND THE UNIFORM ACT, THE POLICE AND THE TREATMENT PROGRAM, THE POLICE ROLE, IMPLEMENTATION PLANNING AND TRAINING CONSIDERATIONS, AND CONSIDERATIONS CONCERNING THE HANDLING OF INTOXICATED OR INCAPACITATED PERSONS. APPENDED MATERIALS INCLUDE THE TEXT OF THE ACT, RELATED FEDERAL LAWS AND US SUPREME COURT OPINIONS, SAMPLE FORMS USED BY POLICE AGENCIES IN CONNECTION WITH THE ACT AS IMPLEMENTED BY DIFFERENT STATES, AND RELEVANT IACP (INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE) TRAINING KEYS.
