Abstract
THE PRIMARY DUTY OF LAW ENFORCEMENT AGENTS IS TO PREVENT THE COMMISSION OF OFFENSES AGAINST THE PEOPLE OF THE STATE AND TO APPREHEND ANY VIOLATOR OF ITS LAWS. THEREFORE ANY AMOUNT OF FORCE NECESSARY AND REASONABLE UNDER THE FACTUAL CIRCUMSTANCES IS AUTHORIZED, EXCEPT USE OF DEADLY FORCE WHICH IS ONLY AUTHORIZED WHENEVER THE OFFENSE SOUGHT TO BE PREVENTED, AND WHICH CANNOT OTHERWISE BE PREVENTED, CONSTITUTES A FORCIBLE FELONY, OR CREATES DANGER OF DEATH, OR GREAT BODILY HARM TO THE SAID OFFICER OR ANY OTHER PERSON.
