              The annual report of the West Midlands Police in England emphasizes its five goals of crime reduction, public tranquility, community relations, public safety, and management.
          Abstract
              The report covers police department organization and operations with respect to drug enforcement, child liaison and welfare, and community crime prevention and involvement.  Specialized and support services of the department are encompassing research and development, information technology, and the administration of justice. Personnel practices of the department are also described, including training and employee recognition and incentives.  Administrative and budgeting aspects of police operations are discussed, along with the community service role of police, complaints against and discipline of police officers, and police-community relations. Appendixes contain additional information and data on police operations and support services, crime prevention, police discipline, and police officer characteristics.
