This article discusses Rensselaer County, New York’s GAINS program, a unified service delivery program.
Abstract
This article, discusses the county’s GAINS program which implements the county’s unified service program as contemplated in New York State Mental Hygiene Law. As a unified service county, the County’s resources are used to coordinate mental health and substance abuse efforts. For the past 3 years, the County has targeted these resources towards County residents who have a history of being jailed, in recognition of the prevalence of substance abuse and mental health needs among that population. The author presents several individual experiences concerning the use of the GAINS program to reduce County jail admissions. Features of the County’s program are discussed and a simple implementation model is provided.
