Abstract
THESE TWO STUDIES LED THE SUBCOMMITTEE TO CONCLUDE THAT CORRECTIONAL INSTITUTIONS SHOULD ONLY BE USED TO RESTRAIN ESPECIALLY DANGEROUS OFFENDERS. IT IS RECOMMENDED THAT WISCONSIN DEVELOP COMMUNITY BASED FACILITIES FOR THE TREATMENT OF OFFENDERS. WHICH ARE LESS EXPENSIVE THAN THE EXISTING PRISON SYSTEM, AND WHICH HAVE POTENTIAL FOR REDUCING THE NUMBER OF PAROLE FAILURES.
