This report includes recommendations from the Final Report of the Ministerial Taskforce on Youth Offending, outlining strategies for the New Zealand government's response to youth offending.
Abstract
This report on the Youth Offending Strategy discusses how to prevent and reduce offending and re-offending by children and young people in New Zealand. The report offers guidelines to the government on the most effective areas to focus efforts in youth justice policymaking. Recommendations for improvement include: development of new programs for serious recidivist youth offenders; implementation of Youth Offending Teams to improve coordination; formal inclusion of health and education agencies; consistent monitoring and implementation of Family Group Conference plans with adequate support for those participating. The report also offers aid in the coordination of service delivery of local youth justice services. New service delivery and support methods by and for the core delivery agencies are recommended, plus suggested new interventions for serious young offenders, and improvement of quality of information concerning child and youth offenders. Recommendations are found for impacting Maori youth offenders. A response to a November 2001 report by the Maori is also contained in this report.
