EVALUATION OF THE SECOND PROJECT YEAR WHICH INCLUDES A REPORT OF FIRST YEAR RESULTS, SHOWING SIGNIFICANT REDUCTION IN RECIDIVISM FOR PARTICIPATING OFFENDERS.
Abstract
THE GOAL OF THIS PROJECT WAS TO REDUCE CRIME THROUGH INDIVIDUAL COUNSELING OF OFFENDERS. PSYCHIATRIC, NARCOTIC, VOCATIONAL, AND MEDICAL COUNSELING WAS PROVIDED. SUBJECTS WERE CLASSED IN THREE GROUPS BY THE NUMBER OF COUNSELING HOURS SPENT ON THE OFFENDER. INTENSIVE, MODERATE, AND MINIMAL CLASSIFICATION HEADINGS WERE USED. COMPARISONS OF THE COUNSELING GROUP WERE MADE TO A CONTROL GROUP CONSISTING OF OFFENDERS FACING FELONY CHARGES AND NOT RECEIVING COUNSELING. RESULTS FOR THE FIRST YEAR SHOWED SIGNIFICANT REDUCTIONS IN THE RATE OF RECIDIVISM FOR THE INTENSIVE AND MODERATE COUNSELING GROUPS. TENTATIVE RESULTS FOR THE SECOND YEAR GROUP ALSO SHOWED SIGNIFICANT RECIDIVISM REDUCTION. CASE STUDIES OF OFFENDERS HANDLED BY THE OFFENDER REHABILITATION PROGRAM ARE GIVEN. ALSO INCLUDED IN THE REPORT IS A BUDGET NARRATIVE FOR THE SECOND YEAR AND THREE QUARTERLY PROGRESS REPORTS OF THE PROGRAM.
