Alternative measures to institutionalization are described for European countries since World War II, with special attention to Czechoslovakia and Poland.
Abstract
Other countries which are discussed include Cuba, Belgium, France, and the United States. Special attention is given to the probation system in the United States. A concluding section discusses the implications of human rights guarantees internationally. A total of 30 footnotes are included.
