This 1997 annual report reviews drug use prevalence and patterns in Europe, drug demand reduction activities, new trends in synthetic drugs, and drug control strategies and programs.
Abstract
The first chapter presents an overview of drug use in Europe and examines the prevalence of drug use, drug-related health and welfare problems, the criminal justice system response to drugs, and drug availability and supply. The second chapter considers the context of drug demand reduction in political, administrative, and cultural terms and looks at the various dimensions of drug demand reduction and drug research. The third chapter explores new trends in synthetic drugs. Subsequent chapters examine national drug control strategies, national and regional coordination, the legal framework of drug control, public expenditures on drug problems, actions taken by the European Union to control drugs, specific anti-drug programs funded by the European Union in 1996, and the international context of drug regulation. Annexes provide information on specific types of drugs and major tasks and activities of the European Monitoring Centre for Drugs and Drug Addiction. Tables and figures
