THE DEVELOPMENT OF A MODEL TRAINING PROGRAM IN COMMUNITY RELATIONS AND EMOTIONAL CONTROL FOR CAMPUS POLICE IS PRESENTED, USING THE EXPERIENCES OF A 12-WEEK TRAINING SESSION, OTHER SIMILAR PROGRAMS, AND RELATED LITERATURE.
Abstract
THE SUBJECTS INVOLVED IN THE EXPERIMENTAL TRAINING SESSION FOR CAMPUS POLICE WERE SELECTED FROM FLORIDA STATE UNITVERSITY, A PREDOMINANTLY WHITE INSTITUTION, AND FLORIDA A AND M UNIVERSITY, WHICH IS PREDOMINANTLY BLACK. IN A PRETEST AND POSTTEST OF SUBJECT ATTITUDES, THE LIKERT AND SEMANTIC DIFFERENTIAL TECHNIQUES WERE USED TO MEASURE SUBJECT ATTITUDES TOWARD POLICE OFFICERS, HIPPIES, STUDENT RADICALS, BLACK MILITANTS, AND ACTIVISTS. TEST RESULTS INDICATED THAT NO CHANGE HAD OCCURRED IN THE ATTITUDES OF THE CAMPUS POLICE TOWARD STUDENT ACTIVISTS, RADICALS, AND MILITANT BLACKS AS A RESULT OF THE 12-WEEK TRAINING SESSION. REASONS FOR THE FAILURE OF THE TRAINING COURSE ARE DISCUSSED, AND REMEDIES ARE PROPOSED, BASED ON CONCLUSIONS FROM RELATED LITERATURE AND PROCEDURES AND OUTCOMES OF SIMILAR PROGRAMS. A MODEL FOR TRAINING IS PROPOSED WHICH CONSISTS OF THE FOLLOWING ELEMENTS: (1) 2 WEEKS OF LABORATORY TRAINING TO 'UNFREEZE' EXISTING ATTITUDES AND BEGIN THE CHANGE PROCESSES; (2) AT THE END OF 2 WEEKS, EACH PARTICIPANT IS TO CONSTRUCT A PROGRAM THAT FITS HIS PARTICULAR JOB SITUATION; (3) BASED ON THE PRECEDING ACTIVITIES, A 2-MONTH PLAN IS IMPLEMENTED WHEREBY EACH OFFICER IS TO SUBMIT A WEEKLY REPORT TO THE TRAINING STAFF, INDICATING THE SUCCESSES AND FAILURES OF HIS PLAN; (4) DURING THE 2 MONTHS, STAFF MEMBERS ARE TO ACT AS COORDINATORS AND ASSISTANTS TO THE OFFICERS AS THEY ATTEMPT IMPLEMENTATION OF THEIR PROGRAMS; AND (5) AT THE CONCLUSION OF THE 2-MONTH EXPERIMENT, THE OFFICERS ARE TO RETURN FOR A FINAL 3-DAY CONFERENCE TO EXCHANGE IDEAS AND EVALUATE THEIR PROGRESS.
