CRITIQUE OF THE FUNCTIONS OF PUBLIC AGENCIES TO EXAMINE CASES OF SCHOOL BEHAVIOR PROBLEMS, CONSULT AND ADVISE THE PARENTS AND TEACHERS, AND COORDINATE PREVENTIVE EFFORTS.
Abstract
THE ERZIEHUNGSBERATUNGSSTELLEN (EDUCATIONAL ADVISORY BOARDS) EXAMINE CASES USING A MEDICAL MODEL OF INVESTIGATION OF HISTORY, DIAGNOSIS, CONSULTATION, AND THERAPY BY STAFF PSYCHOLOGISTS. THE ARTICLE SUGGESTS THAT THE CRITERIA USED TO DEFINE THE CHILDREN'S BEHAVIOR AS DEVIANT ARE CULTURALLY NARROW AND INADEQUATELY DEFINED. IT FURTHER SUGGESTS THAT MORE AWARENESS AND CRITICISM BE DIRECTED TOWARDS THE AGENCY IN ITS ROLE AS AN INSTITUTION OF SOCIAL CONTROL IN APPLYING THESE CRITERIA. A BROADER THEORETICAL BASIS IS RECOMMENDED FOR APPROACHES TO DIAGNOSIS AND TREATMENT. --IN GERMAN
