THIS ARTICLE EVALUATES CRIME DATA OF THE SOCIALIST REPUBLIC OF SLOVENIA AND DISCUSSES SOME THEORETICAL STANDPOINTS BASED ON SUCH DATA.
Abstract
THE AUTHOR STATES THAT CRIME IS A SOCIAL PHENOMENON CAUSED BY SOCIAL INEQUALITIES; HOWEVER, HE DOES NOT BELIEVE, AS SOME SOVIET THEORISTS ASSERT, THAT IT IS POSSIBLE TO LIQUIDATE IT. IN THE LAST TWENTY YEARS THE CRIME RATE IN YUGOSLAVIA AND PARTICULARLY IN SLOVENIA HAS BEEN CONSTANT. THE AUTHOR SUGGESTS THAT THIS COULD BE CAUSED BY THE GRADUAL DEVELOPMENT OF LOCAL GOVERNMENTS. WITH REGARD TO CRIMINAL POLICY, THE AUTHOR STATES THAT THE RELATIVELY REPRESSIVE ORIENTATION IN SLOVENIA REPRESENTS A GREATER PROBLEM THAN CRIME ITSELF. HE SUPPORTS THE IDEA OF GRADUAL REDUCTION OF STATE REPRESSION TO THE NECESSARY MINIMUM. HE ALSO PLEADS FOR HIGHER PROFESSIONAL STANDARDS AND BETTER EQUIPMENT FOR THE AGENCIES WORKING IN THE PREVENTIVE AS WELL AS THE TREATMENT FIELD.--IN SERBO-CROATION, WITH SUMMARIES IN ENGLISH, FRENCH AND RUSSIAN
