SOME PROBLEMS IN THE IMPLEMENTATION OF THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION PROGRAMS ARE DISCUSSED.
Abstract
THE AUTHOR SUGGESTS INTERNAL ORGANIZATIONAL DIFFICULTIES WITHIN LEAA AS ONE EXPLANATION. THE ABSENCE OF A COORDINATING OFFICIAL OR AGENCY ON STATE AND LOCAL LEVELS IS ANOTHER SOURCE. THE DIFFICULTIES FACED BY CITIES IN PROVIDING MATCHING FUNDS AND IN FINANCING AN ONGOING PROGRAM AFTER AN LEAA GRANT PERIOD HAS TERMINATED FURTHER COMPOUND THE SITUATION. THE AUTHOR ALSO NOTES THAT THE ORDINARY ONE YEAR TERM FOR LEAA GRANTS IS FREQUENTLY TOO SHORT A PERIOD FOR ADEQUATE EVALUATION OF A PROGRAM.
