Abstract
THE AUTHOR EMPHASIZES THE APPLICATION OF RESEARCH METHODS TO ACTION PROGRAMS. TOPICS DISCUSSED INCLUDE PURPOSES OF EVALUATION, EVALUATION DESIGN, THE ACTION PROGRAM SETTING, AND UTILIZATION OF EVALUATION RESULTS. ALSO EXPLAINED IS HOW TO SELECT PROGRAM GOALS FOR STUDY AND HOW TO DEVELOP INDICATORS TO MEASURE THE ACHIEVEMENT OF THESE GOALS. THE THREE-PART BIBLIOGRAPHY IS DIVIDED UNDER THE HEADINGS OF CONCEPTUAL AND METHODOLOGICAL ISSUES, ILLUSTRATIVE EVALUATION STUDIES, AND REFERENCES ON DESIGN, MEASUREMENT, SAMPLING AND ANALYSIS.
