ASSESSMENT OF NILECJ'S PERFORMANCE AND RECOMMENDATIONS ON THE INSTITUTE'S RESEARCH AND DEVELOPMENT PROJECTS AND PLANNING, BASED ON INTERVIEWS WITH THE STAFF, REVIEW OF PROJECT FILES, AND STUDY OF PLANNING DOCUMENTS.
Abstract
THE INSTITUTE'S STATUTORY RESEARCH AND DEVELOPMENT GOALS ARE RESTATED IN TERMS OF CRIME REDUCTION, NATURE AND CAUSE OF CRIME, AND SUPPORT OF STATE AND LOCAL CRIMINAL JUSTICE PROGRAMS. GOALS ARE STATED FOR THE STATISTICS DIVISION, TECHNOLOGY TRANSFER DIVISION, RESEARCH OPERATIONS DIVISION, AND STANDARDS AND GOALS PROJECT. ALSO DISCUSSED IS THE DEVELOPMENT OF ACTION PROGRAMS AND THE ORGANIZATION AND USE OF STAFF. PERFORMANCE MEASUREMENT INCLUDES EVALUATION OF PROGRAMS, PROJECTS, COMPLETED RESEARCH REPORTS, AND OF THE INSTITUTE AS A WHOLE BY IN-HOUSE PERSONNEL AND BY OUTSIDE CONSULTATION. THE REPORT RECOMMENDS EQUAL OFFICIAL RECOGNITION OF THE INSTITUTE'S MAJOR GOALS, CLOSE CONSULTATION OF THE STATISTICS DIVISION IN PLANNING PROJECTS REQUIRING ACCUMULATION AND REPORTING DATA BY CRIMINAL JUSTICE AGENCIES, AND EXPLICIT EVALUATION CRITERIA FOR STATE PROJECTS. ALSO RECOMMENDED ARE EXCHANGE OF DRAFT PROGRAMMING MATERIAL WITH STANDARDS AND GOALS COMMISSION STAFF, IMPROVED LIAISION WITH STATE AND LOCAL GOVERNMENTS, AND STUDY OF THE USE OF PROFESSIONAL STAFF SKILLS.
