The six modules of this 22.5-hr. training curriculum are designed to prepare local juvenile justice teams to introduce and institutionalize graduated sanctions for juvenile offenders.
Abstract
Module I, Background and Needs for Graduated Sanctions, presents an overview of the curriculum and provides the background and context for the Juvenile Sanctions Center Project. The significance of immediate and intermediate sanctions are discussed, along with participant roles in project implementation. Module II, Leadership and Team-Building, builds a shared understanding of contemporary leadership dynamics, establishes a climate for shared leadership, builds understanding of and support for the team's purpose, gains commitment to the Juvenile Sanctions Center initiative, forms collaborative team relationships, and finalizes team-member roles in project implementation. Module III, Juvenile Justice System/Community Partnerships, reviews the benefits of juvenile justice system/community collaboration, explores the principles and techniques of effective nontraditional collaboration, and identifies the link between system/community collaboration and project success. Module IV, Special Needs Offenders, identifies the special needs of four offender groups, examines the juvenile justice system's efforts to deal with them, and suggests future approaches that conform to the graduated sanctions philosophy. Module V, Planning for Systems Change, prepares the team to produce its action plan, familiarizes team members with plan elements and the steps required to complete them, sets out model graduated sanctions program elements, gains participant commitment to a structured decisionmaking approach and to information management, and prepares the team to support project evaluation. Module VI, Implementation Issues and Action Planning, prepares participants for program evaluation, reinforces the Juvenile Sanctions Center's and grantor's expectations regarding demonstrable project results, produces a useful plan of action, and determines the next steps in accessing technical assistance through the Juvenile Sanctions Center.
