NICRO, the South African National Institute for Crime Prevention and the Rehabilitation of Offenders, compiled these press clippings, culled from several Cape Town newspapers between September 1992 and January 1993, which discuss various aspects of the imprisonment of children.
Abstract
Many of the article describe NICRO's work in advocacy of juvenile offenders. The organization believes that fewer children should be arrested, that children should not be tried in court if at all possible, that children should not be held in prisons and police cells pending trials, and that formal guidelines should be established for the treatment of child offenders. In 1992, NICRO issued a report, "Justice for the Children: No Child Should be Caged," which maintained that South Africa inappropriately uses its adult criminal justice system to try youth, many of whom committed minor offenses or are being held on charges related to being homeless.
