A DESCRIPTION OF THE ACTIVITIES AND IMPACT OF A UTAH PROGRAM TO REDUCE MEXICAN-AMERICAN PROBATION AND PAROLE VIOLATIONS BY FORTY PERCENT THROUGH PROVISION OF PERSONALIZED AND INTENSIVE SERVICES.
Abstract
SERVICES INCLUDE EDUCATIONAL AND JOB TRAINING, EMPLOYMENT PLACEMENT, REFERRAL SERVICES, AND DIRECT COUNSELING AND SUPPORT. STATISTICS ARE PRESENTED ON SERVICES PROVIDED AND ON CLIENT-COUNSELOR CONTACTS. INTERVIEWS WITH PROGRAM CLIENTS INDICATED A GENERALLY FAVORABLE RESPONSE TO THE PROGRAM. IN ORDER TO EVALUATE THE PROGRAM'S IMPACT ON RECIDIVISM, RECIDIVISM RATES WERE COMPARED FOR TWO GROUPS CLOSELY MATCHED IN MOST VARIABLES COMMONLY RELATED TO RECIDIVISM - ONE A GROUP OF PROGRAM CLIENTS. THE OTHER A GROUP ON NON-PROGRAM MEXICAN AMERICANS. RECIDIVISM WAS DEFINED TO INCLUDE ANY ARREST FOR CHARGES NOT SUBSEQUENTLY DISMISSED, ANY PAROLE OR PROBATION VIOLATIONS, AND ANY ISSUANCE OF A BENCH WARRANT. THE PROGRAM GROUP INCLUDED 24 PERCENT FEWER RECIDIVISTS THAN THE CONTROL GROUP. RELEVANT DATA ARE PRESENTED IN TABLES.
