REPORT FROM THE CONFERENCE ON THE CAUSES, PREVENTION TREATMENT AND CONTROL OF DRUG DEPENDENCE AND CONCLUSIONS DRAWN BY SUBCOMMITTEES.
Abstract
THEMES OF THE SYMPOSIUM WERE PATTERNS OF DRUG DEPENDENCE IN COUNCIL OF EUROPE MEMBER STATES, CAUSES AND PREVENTION, TREATMENT AND REHABILITATION AND LEGAL ASPECTS AND CONTROLS. A MULTIDISCIPLINARY COMMITTEE DEALT WITH EACH OF THESE THEMES. IT WAS FOUND THAT PATTERNS OF DRUG DEPENDENCE VARY QUITE EXTENSIVELY FROM COUNTRY TO COUNTRY WITHIN EUROPE AND THAT THE DRUG PROBLEM IS NOT ONLY A YOUTH PROBLEM, BUT INSTEAD CAN ONLY BE SOLVED BY REVIEWING THE WHOLE OF SOCIETY, ITS VALUES, ITS STRUCTURE AND ITS OBJECTIVES. THE COMMITTEE DEALING WITH TREATMENT FOUND THAT NO METHOD SO FAR HAS PROVED COMPLETELY SUCCESSFUL. THE COMMITTEE ON LEGAL ASPECTS CONCLUDED THAT A NATIONAL LEGAL SYSTEM CANNOT BE DEVELOPED WITHOUT CONSIDERING THE INTERESTS OF OTHER COUNTRIES AND THAT DISTINCTIONS HAVE TO BE MADE BETWEEN THE DIFFERENT FORMS OF DRUG CRIMINALITY.
