Abstract
THIS ARTICLE IS ARRANGED IN THE FORM OF A QUESTIONNAIRE, WITH 'Q' INDICATING SUBMITTED QUESTIONS AND 'A' REFERRING TO RESPONSES AS PROVIDED BY THE AUTHORS. THE AUTHORS CONCLUDE THAT THERE IS A TREND TOWARD INCREASED PENALIZATION FOR TRAFFICKING OFFENSES, THAT THERE SEEMS TO BE A MOVEMENT TOWARD PARTIAL DECRIMINALIZATION OF MARIJUANA USE, AND THAT THE ATTITUDES OF THE AUTHORITIES ARE SHAPED BY POLITICAL NEEDS AND LOCAL PUBLIC OPINION.
