THIS TAXONOMY PRESENTED AT AN INTERNATIONAL SEMINAR ON TERRORISM RESEARCH DEFINES THE MAIN AREAS OF RESEARCH FOR THE PREVENTION AND CONTAINMENT OF POLITICAL TERRORISM THROUGH PHASED CONTINUOUS DEFENSE.
Abstract
PHASED CONTINUOUS DEFENSE IS A BASIC SECURITY TECHNIQUE ENTAILING SIX BROAD AND CONTINUOUS MEASURES TO PREVENT AND CONTAIN DEVIANT BEHAVIOR. THE MEASURES INCLUDE (1) PERSUADING PEOPLE NOT TO DEVIATE, (2) DETECTING POTENTIAL DEVIANTS, (3) MINIMIZING LOSSES, (4) DETECTING AND ARRESTING DEVIANTS DURING OR AFTER THE ACT, (5) TRYING AND REHABILITATING THE OFFENDERS, AND (6) STUDYING LESSONS LEARNED AND IMPROVING THE FOREGOING MEASURES. WHEN APPLIED TO TERRORISM, THIS APPROACH SUGGESTS NUMEROUS SPECIFIC MEASURES AND ACCOMPANYING RESEARCH NEEDS. PREVENTING TERRORISM BY KEEPING PEOPLE HAPPY INVOLVES SUCH POLITICAL MEASURES AS FAIR GOVERNMENT, EQUITABLE WEALTH DISTRIBUTION, AND A VOICE FOR MINORITIES. INTELLIGENCE AND EARLY WARNING ENTAILS IDENTIFICATION OF DISSIDENTS AND CAUSES, OF LIKELY TARGETS AND METHODS TO BE USED, AND OF SOURCES OF SUPPLY, AS WELL AS PREPARATION OF ARREST LISTS AND LIAISON WITH OTHER COUNTRIES. DEFENSIVE MEASURES INCLUDE SECURITY PRECAUTIONS, DETECTION, DENIAL OF ACCESS TO TARGETS, DISPERSAL OF TARGETS, AND RELATED MEASURES. OPERATIONAL PHASES OF SECURITY INCLUDE PREEMPTIVE ARRESTS AND STRIKES, CRISIS MANAGEMENT, LIMITATION OF DAMAGE BY INTERDICTION, AND PUBLIC RELATIONS EFFORTS TO SWING PUBLIC OPINION AGAINST TERRORISM. THE REPAIR AND RECOVERY PHASE INCLUDES QUICK REPAIR OF MATERIAL AND HUMAN DAMAGE, FINANCIAL AID TO VICTIMS, AND REHABILITATION OF OFFENDERS AND VICTIMS. FINALLY, THE STUDY OF LESSONS LEARNED SHOULD EXAMINE EACH OF THE ABOVE AREAS. PRIORITY AREAS FOR RESEARCH ARE INTELLIGENCE AND EARLY WARNING, DENIAL OF WEAPONS AND FUNDS, AND ECONOMIC WARFARE.
