Abstract
CONCLUSIONS WERE DRAWN FROM A PATROL MANAGEMENT SURVEY ADMINISTERED TO PATROLMEN, TEAM REPORTS FOR TWO MONTHS, A FIVE MONTH EVALUATION BY THE DEPARTMENT'S PLANNING DIVISION, AND OBSERVATIONS AND OPINIONS OF URBAN INSTITUTE PERSONNEL.
