ASSESSMENT OF THE SOUTHEAST (DENVER) NEIGHBORHOOD SERVICE BUREAU'S EFFECTIVENESS IN MEETING OBJECTIVES OF REDUCING CRIME AND RECIDIVISM BY REFERRAL SERVICES FOR ACTUAL AND POTENTIAL JUVENILE OFFENDERS AND VICTIMIZATION AWARENESS.
Abstract
THE BUREAU OPERATES IN TWO COMPONENTS IN ONE QUADRANT OF THE CITY OF DENVER. ONE COMPONENT CONDUCTS VICTIM EDUCATION PROGRAMS FOR POTENTIAL HIGH-RISK VICTIMS, NAMELY FEMALES OF AGE 18 TO 24 AND ELDERLY PERSONS, AS WELL AS PROVIDING FREE OR REDUCED-COST COUNSELING FOR ACTUAL VICTIMS. THE OTHER COMPONENT PROVIDES REFERRAL, DIAGNOSTIC EVALUATION, SERVICE BROKERAGE AND FOLLOW-UP SERVICES TO JUVENILE IMPACT AND POTENTIAL IMPACT OFFENDERS. THE PARTICULARS OF THESE VARIOUS PROGRAMS ARE DISCUSSED IN THIS REPORT ALONG WITH THE SUCCESSES OF EACH IN MEETING THEIR STATED OBJECTIVES. IN GENERAL, THE BUREAU HAS PROVEN TO BE VALUABLE IN REDUCING VICTIMIZATION AND IN EFFECTING EARLY DIVERSION OF JUVENILES. A SPECIFIC PROBLEM IN THE JUVENILE SERVICES COMPONENT HAS BEEN A RELATIVELY HIGH REFUSAL RATE AMONG CLIENTS.
