This article describes the leadership development and training program at the Baltimore, Maryland, Command and Staff School.
Abstract
To assist current and future leaders as they ascend the managerial and executive ladder, training courses at the Command and Staff School attempt to integrate into classroom methods instruction in the techniques of street supervision and day-to-day management. Included in the curriculum are: (1) identification and isolation of chronic problems that sap an organization's strength and undermine morale; (2) hands-on training in the management of police response to a hostage/barricade situation; and (3) demonstration of the team-building process so vital to successful community policing and effective supervisory efforts. The course also includes classes in dealing with internal investigations, EEO complaints, accident investigations, health issues, use-of-force investigations and reporting requirements, community enhancement programs, and performance evaluations.
