Based on listening sessions, strategy sessions, and conversations that focused on how various underserved crime survivors have been impacted by the COVID-19 pandemic, this Impact Brief addresses how boys and men of color who are crime survivors have been impacted by the COVID-19 pandemic and how they can be better served.
Abstract
The Brief notes that boys and men of color disproportionately experience high levels of poverty, crime, and psychological trauma, and COVID-19 has only amplified these challenges due to jobs lost due to the pandemic, and those who continue working in essential jobs face the risk of COVID-19 infection. In addition, the federally funded Payment Protection Program that provides relief to small businesses disqualifies any business or organization that hires formerly incarcerated people, which disproportionately disadvantages boys and men of color. Other adverse impacts are noted in medical services and policies toward immigrant boys and men of color. Six promising strategies for addressing these issues are outlined in this Brief. Some victim service organizations have integrated healing, self-care, and meditation practices into their daily routines to reduce stress stemming from COVID-19. Service providers are also using video technology to connect with clients and increase the frequency of contact. Some programs are creating incentives to keep boys and men of color participating in programs, such as paying them for their time and faithfulness in maintaining self-quarantine. Mutual aid networks in the community have helped with essential services such as grocery delivery, other errands, and emotional support. In the case of students, help can be offered to facilitate their participation in home-based education by providing laptops and instruction in how to access online instruction.
